Scenario: with/without municipal support
Check dependence on budget transfers.
"Total liabilities (balance sheet)" comes only from an official annual account or balance sheet. If there is no such document, we do not show a number.
"Overdue unpaid (MF)" comes from the quarterly ESPEO annex of the Ministry of Finance and can be zero only when the source explicitly shows zero.
A missing public document is not treated as zero. We mark it as missing data so transparency is not confused with financial position.
"Boards (annual)" is an estimate, not a payment: all 65 members are counted as paid every month of the year, using percentages of an average net salary (41,300 MKD a month). No published statute states an amount, so the figure is an upper bound.
