How we read the data

Open procurement data gives annual totals per company, not individual contracts. Payments come from the municipal treasury account. Indicators are computed automatically and need checking against the source.

Data comes from public procurement, e-procurement, and comparisons with treasury payments.
Who pays: only transfers from the municipal treasury account count as payments by the Municipality of Bitola. Schools, kindergartens and other municipal budget users are listed separately because they run their own purchases. State institutions in the city are excluded.
Awarded and paid: awarded is the value of a procurement procedure from open data, while paid is everything the municipality transferred to the company, including utility bills, subsidies and purchases below the threshold. Paid can therefore be higher without implying wrongdoing.
Repeat winner: the company was awarded money in four or more years of the open data.
Paid above awarded: the municipality paid more than was awarded to that company in open data. The usual reasons are a different period or payments outside procurement.
Single bidder: e-nabavki holds a procedure for that company with only one bid.
Complaint: a complaint was filed in the procedure.
